2017 | Tesis | S2 Magister Administrasi PublikABSTRACT Special education services is an activity of educational services for students who have difficulty in following the learning process because of physical, emotional, mental, social, and or have the potential intelligence and special talents. PLA (Autism Services Center) Malang one government-owned public service agencies first to serve special education for children with autism. In realizing services oriented to customer satisfaction, it is necessary to service management. This research analyzed the Management of Special Education Services for Children Autism (Autism Spectrum Disorder) in the PLA Malang. Performance is the process of management and performance measurement is a management tool for the improvement of operational activities of the organization. To be more focused study, researchers used Kumorotomo theory (1996) in assessing the performance of special education services for children with autism and the factors that affect the performance of services, especially educators and special education service model applied in PLA Malang. This study used a qualitative approach with descriptive. The data collection techniques in this study was conducted using observation, interview and documentation study. For the determination of informants using purposive sampling. Based on the results of this study can be concluded that the performance measurement as a management tool service are still to be repaired in the future on indicators of effectiveness and responsiveness, which the responsiveness of the service users is still low at this time. While the factors that affect performance are the factors of individual and organizational factors. Model special education services in PLA Malang is currently using the model minimum service standards (SPM).
