Representasi Perempuan dalam Birokrasi di Pemerintah Kota Yogyakarta

Abstract Bureaucracy in Indonesia is dominated by men both in national level and local level. According to National Civil Service Agency, numbers of women civil servants in the structural/ echelon official is only 25,90%. Particularly in Yogyakarta city, number of women civil servants in 2nd and 3rd echelon official is very limited. The head offices in Yogyakarta city are dominated by men as well. But in the other hand Yogyakarta city got the high rank both in Gender Development Index and Gender Empowering Index even the rank of Gender Empowering Index of Yogyakarta city in 2014 was the highest rank in Indonesia. The purpose of this research is to analyze women representative in bureaucracy in Yogyakarta city. The feminist theory particularly liberal feminism and exitensialist feminism were used as anaysing tool for unbalance of women and men in bureaucracy. Theory of bureaucracy that used neutral perspective and representative bureaucracy which go beyond that neutrality.There are two kind of representation in bureaucracy, passive representation and active representation. Women in public administration in three paradigms, political paradigm, psychology paradigm, and sosiological paradigm. Those theree paradigms were used to analyzed the reality of women public servants in bureaucracy. This research use qualitative approach and researcher is the main instrument. Researcher interviewed deeply the informants and analyzed the documents which related to this research. The finding of this research show us that passive representative of women in terms of compositon women and men in bureaucracy is unbalance. There is no affirmative action from the state particularly from local government of Yogyakarta city which aimed to increase women participation in echelon/ structural position. Researcher found that there are some obstacles that faced by women public servants only not including men public servants. Women on the top leadership in Yogyakarta city’ bureaucracy should be ready for the double burden, she should be a good leader in the office, doing domestic duties, taking care of her husband and children as well. The next finding is the working relation of men and women in Yogyakarta city is healthy enough. There is no envy from men toward women if women got oppurtunity to develop their skills. Active Representative is found through mentoring and the program of the office. The women echelon officials do not feel that they are women representative in bureaucracy beacuse there is no affirmative action for woman. Therefore, the mentoring which aimed to prepare the women leader is not going well. The programs in the office have used gender perspective and the instrument is Gender Analysis Pathway. The duties of the head offices are reminding and monitoring all the programs to make sure all the programs are going well. The main suggestion of this research is government should make progressive policy to increase the numbers and role of women civil servants in structural/ echelon official. Training about gender should be done every year to give a clear and right
