Analisis Efektivitas Program Tambahan Penghasilan Pegawai:(Studi kasus Efektivitas Program Tambahan Penghasilan Pegawai di Badan Kepegawaian Daerah Kota Yogyakarta Tahun 2014 - 2015)

2017 | Tesis | S2 Magister Administrasi PublikABSTRACT Employee Income Supplement (TPP) which was authorized in Yogyakarta Mayor Regulation No. 43 Year of 2015 is a program that aims to improve the performance, discipline and morale of civil servants. In principle, the expected effect of this program is the increased of performance and the level of employee discipline. Badan Kepegawaian Daerah Kota Yogyakarta is a working unit in the area of Yogyakarta city which served as the executing agency and the policy makers. For this aim, of course its human resources are required to have the ability as an reliable implementor and able to be a good example for another units of the regions for implementing this program. But the facts shows that the level of employee discipline declined even after the program is implemented. Before the enactment of that program by the end of 2014, the average of employee absence rate of 0.98. This number increased to 1.06 in early 2015 just after the enactment of the program. There is a discrepancy between the results achieved with what has been the goal of the program. This study aims to determine : 1) How is the comparison of the performance of employees before and after the implementation of this program, and 2) How’s the effectiveness of the program after applied in Badan Kepegawaian Daerah Kota Yogyakarta. The method used in this study is mixed method with type of sequential explanatory which combining both the quantitative analysis and qualitative analysis. Through the performance comparison test of employees before and after the program (Paired Sample T-Test), it can be found that there is no significant change in the employee performance. Meanwhile, from the results of the mixed analysis per variable which are Employee Performance Appraisal(X1), Job Satisfaction(X2), Employee Productivity(X3) and Monitoring Program(X4), it can be concluded that the Employee Income Supplement program (TPP) has not been effective in Badan Kepegawaian Daerah Kota Yogyakarta.
