ABSTRACT This study discusses humanitarian diplomacy conducted by an international organization International Committee of the Red Cross (hereinafter referred to ICRC) regarding detainee protection in Indonesia. The focus of the study is ICRC’s strategies through a case study analysis on the changing patterns and the implementation of the detainee protection activities, called Detainee Visits Activities, in prisons in Indonesia. On the case analysis study, through the time limit of the implementation of the activities since 2002 until 2016, there were changing patterns and the implementation of Detainee Visits Activities conducted by ICRC resulting in the implementation discharge of the humanitarian activities. The aim of the study is to examine ICRC’s authorities and intensities as an international organization in performing humanitarian activities in Indonesia. The results of the study are argument tests through a case study and an analysis showing that the changing patterns and the implementation of the Detainee Visits activities are in forms of strategies and approaches conducted by ICRC to continuously manage the Detainee Visits Activities. However, the ICRC authorities as an independent monitoring based on humanitarian principles and the mandates of the organization do not have strong legitimations compared to Indonesian government’s decisions. In the end, the findings of the study shows that ICRC’s humanitarian diplomacy regarding detainee protection in Indonesia does not possess authorities to conduct its own activities in which it is the contrary to the character of ICRC’s humanitarian diplomacy in conduction humanitarian activities.
