2017 | Tesis | Politik dan PemerintahanABSTRACT Distribution of power remains debatable within political party, especially in political recruitment for local election. It’s because the party hasn’t clearly mentioned the length of authority of a local party to set the candidate for local election. As an implementer of local election, the local party should have a bigger authority on candidacy process. But in fact, the decision of the central party have a different ways with the local party. Then, this situation often raises the political dynamics on local party. Therefore, this thesis have a purpose to analyze how is the distribution of power on political recruitment on PDI-P Jember, and why does PDI-P choose an external cadre for local election. This research used qualitative methods with case study types. All informants were selected by purposive sampling technique and this research used Jember as a research locus. Data collecting had been finished by interview, literature study and documentation. Furthermore, research object focus is PDI-P Jember. The result shows that distribution of power hasn’t clear control among the central party and the local party. This matter affects political dynamic in every level of candidacy. When the distribution of power is populist, the candidacy is more democratic with inclusive selectorate, and a representation of social community is assured. Whereas, when the distribution of power is elitist with exclusivity of candidacy, the political interest is easier to get, it’s because the interaction among candidates and selectorate become more intensive.
