Abstract In the process of extending the Broadcasting Provider License (IPP) in 2016, the Indonesian Broadcasting Commission (KPI) imposed a public test. Community asked to participate actively give an assessment of the performance of 10 private television stations broadcast programs related to the content and performance of the television for the last decade. But in the process, public testing becomes problematic and bring polemics, polemic caused by the vagueness systems and mechanisms of public testing. Therefore, the problem in this research is how the management of the public test conducted on the KPI Provider License renewal process Broadcasting (IPP) in 2016? This research uses the basic concepts of management consists of planning, organizing, actuating and controlling. This study used a qualitative method with the presentation of descriptive analysis. This method is used to describe the process of elaborating and real public test conducted by the IEC. Data were collected through interviews, observation, and documentation. The results of this study indicate that in conducting the public examination, KPI has run the basic concepts of management (planning, organizing, actuating and controlling), it can be seen how the public test formulated, socialized, managed until monitored. Only in the actualization of the field, IBC does not have a standard operating procedure (SOP) and the mechanism of action is clear, so some action KPIs in the administration of public test looks stiff, incidental and conditional. However, with regard to the management carried out, should KPI as a state institution, it should always be ready with a set of regulations and working procedures are structured.
