Abstract The study attempts to analyzed how the policy system in running the agricultural counseling which is executed by the Government of Magelang Regency, Central Java Province. The Government of Magelang Regency also has issued a Regent Regulation Number 36 Year 2011 about The Guideline of Executing Agricultural, Fishery and Forestry Guidance. This research uses an explanative qualitative research method, in which would describes how the agricultural extension agents in Magelang Regency in doing their tasks in accordance with the Regent Regulation Number 36 Year 2011, it would also describes how the condition of agricultural guidance infrastructure that available in Magelang Regency. The process of this research is started by problem formulation, theory or paradigm determination as a reference of the research, data collection by doing a field observation and an interview, data analyzing and ended by taking a conclusion. Based on the survey result that distributed to many agricultural extension agents samples, there are some points in the Regent Regulation has been executed by all level of agricultural extension agents properly. In other hand, there are a few of guidance methods that could not do by most of them, id est.: having and or assisting an exhibition once per year. Except the earlier point, there is also a note about the agricultural extension agents’ task which is still less in its implementation, id est.: conducting the activity of professional development counseling. The next point is: having trial / learning / testing technology package once a year, only a half of them (about 55%) who have been doing it and the rest of them is do nothing. In addition, talk about the supporting infrastructure in conducting the counseling / counseling Tools of BPPKP, especially LCD Projectors and Wireless Sound-system, recently, is still limited. There is no balance between the stock numbers of the device with the usage needs. In addition, the infrastructure in the form of sampling area where is provided at district level is quite spacious, it is about 1 (one) Hectare, but so far it not use maximally yet as a sampling area. This research recommends an improvement of socialization about the regulation of counseling policy to various parties concerned. Besides that, it also necessary to make some government regulations to more protects the interests of the farmers.
