Pengaruh Iklim Komunikasi Organisasi, Gaya Kepemimpinan Transformasional, dan Nilai-nilai Inti Organisasi(Core Values) terhadap Kenerja Pegawai BPS DIY

ABSTRACT Public expectation for the availability of qualified statistical data takes on greater responsibility from BPS-Statistics of D.I Yogyakarta, which eventually requires all employees to work harder. The addition of increasing heavy workload requires appropriate and thorough organizational management. In its implementation, vertical and horizontal communication become less conducive and the relationships among civil servants, both communication and daily interaction are mostly ceremonious. The stiff, formal and serious atmosphere, and the uncomfortable feeling of being in another part of workspace make the communication merely takes place on account of necessity and formality. The blockage of information causes some unnecessary conflicts. In addition to problems of organizational communication climate, every leaders’ mutation at various levels, resulting different leadership style and different impacts on the performance of civil servant. This study analyzes the transformational leadership style and its influence on civil servants’ performance. In carrying out the reform of the bureaucracy to do the fundamental changes of the governance system, BPS-Statistics has declared the organization’s core values, however, an empirical study has never been conducted to analyze its effect on civil servants’ performance, working in BPS-Statistics of D.I Yogyakarta, ever since the beginning of its implementation and enforcement. This study employs quantitative positivism paradigm, thus, researcher explains the relationship and influence, as well as determines the variations and the comparison of contributions of the three independent variables on civil servants’ performance. The population of this study consists of civil servants of BPS-Statistics of D.I Yogyakarta on November 2016 amounted to 74 people and this study uses multiple regression for data analysis. The results of this study show that the organizational communication climate, transformational leadership style, and the organization’s core values have a significant effect on civil servants’ performance, working in BPS-Statistics of D.I Yogyakarta by 63.6%, while other factors affecting by 36.4%. The organization’s core values provide the largest contribution to civil servants’ performance, followed by organizational communication climate, meanwhile, transformational leadership style provides the least contribution to civil servants’ performance.
