ABSTRACT Natuna is a district with very large potential of natural resources. Not only oil, gas and fisheries, but also nature tourism or maritime has good potential. Although it is geographically located in the outer area of Indonesia but there are also tourists to come to Natuna. Though within great natural tourism potential, there has not seen a significant development carried out by the Local Government and local communities. Although there have been PERDA NO.5 of 2012 on tourism development master plan area (RIPPDA) as the basis for tourism development in Natuna. This study aims to determine the actors involved and the extent of involvement between actors in the implementation of tourism development especially in the area of excellent maritime Natuna. This type of research is a form of qualitative descriptive study to describe phenomena that exist in the field. Data was collected through interviews with actors from the government sector, private sector and local community groups and documentation in the form of reports or photographs related to the research objectives. The study results showed that the dynamics of the Inter-actors in the implementation of tourism development Natuna be based on the participation and interaction of the actors in the implementation of object development and community destination tourism region is still considered less dynamic this case because of a lack of cooperation and support between actors such as from the public sector which the Government areas that contributed only direct expenditure budget for tourism is only 0,30% - 1,03% of the total direct expenditure activities in the field of tourism for the years 2011-2015. Moreover, the lack of awareness of local community groups, as the executor of the importance of object development of tourist areas in the region and the absence of involvement of private investors make development carried out fairly slow. As for the actors involved in the development of object and community destination tourism region Natuna is Kemenparekraf, the Provincial Tourism Office Riau Islands, Regent Natuna, Bappeda, Department of Tourism Natuna regency, the hospitality, investors in tourism, local communities surrounding attractions and landowners as well as the Pokdarwis Teluk Selahang, Bintang Laut and Batu Kasah. Based on the results of the research, as for the suggestions offered by the researchers is the need for the commitment of the actors involved in the development of objects and people Natuna tourist areas. These actors should give support each one to another in the implementation of the development of nautical tourism featured as financial support and facilities to the larger sector Local Government and their support and enthusiasm of the community groups involved so that it will accelerate the development of tourism in Natuna Regency.
