ABSTRACT Candidation process is an interesting study to research because candidation like a secret garden in a political party that not many people know how the process. Candidation process becomes an important part in the political recruitment, because it can be the key to determine the potential candidates to represent the group and also shows the nature of the party. This research is motivated by a strong curiosity about how the PDI-P nominate the candidates. Governor election in Central Java in 2013, the party prefer of Ganjar Pranowo as a governor candidate. Though there are candidates assessed as having the same competence, even better. This study specifically examines candidation processes in the PDI-P in determining a candidate at the governor election in Central Java in 2013. The problem question of this study is divided into two, first, how the candidation process conducted by PDI-P to determine candidates of governeor electin in Central Java in 2013. Second, explain the PDI-P motive that used in determining candidates. The theory that used in this research is the the candidation theory by Reuven Y. Hazan and Gideon Rahat and party motive theory by Andre Krouwel. This study used qualitative research method with case study as type of research. Stages of data analysis is data reduction, organizing, and interpretation of data. Methods of data collection is by interview, documentation and substantiated by the literature that has been made. The results of this study showed that the candidation process carried by PDIP still considered closed and less democratic although the process has been carried out according to the candidation procedure in AD/ART party. This is because the power factor in the party had a great influence in the selection process and the process to choice a candidate. Power factor is meant to be in the national party structure or the Dewan Pimpinan Pusat (DPP) of PDIP. All decisions of national level party structures have become the benchmark for all elements of the party from the local level up to the center. Final results of candidation process unspecified procedural or formal, but with an extra practice of informally candidation. Informal candidation practice has the most influence in the candidation process. Candidation process carried out by the PDI-P showed a picture of the motive of the party in selecting candidates as policy seeking motive. This was reflected in the decision-making process to determine the candidate and implement policies to the rest of the party structure. Broadly speaking, candidation process required democratic participation. Candidation process that held democratically will result a quality future leader. The application of Intra-Party Democracy (IPD) of candidation process will provide a sense of sensitivity of leaders to make policy.
