ABSTRACT This study of the women’s community role in increasing settlement quality with case study of Paguyuban Kalijawi in Gajahwong and Winongo riverbanks aimed to describe the role of Paguyuban Kalijawi in order to handle slum settlement along the riverbanks of Gajahwong and Winongo; and to describe men’s responses toward the existence of Paguyuban Kalijawi which is a standout form of the women’s role in meeting the needs of proper settlement. The foundation of this study relies on the uniqueness of women in organizational path which is entering men’s domain especially in housing area. The limitation of men in financial and time have been the reasons why the women initiate to increase settlement around, start from house renovation until build the public facilities. The method that has been used in this study is qualitative method with case study approach. Meanwhile for the informants, consist of the members of Paguyuban Kalijawi, the husbands of the Paguyuban members, Arkom Jogja, Kimpraswil of Yogyakarta city, Bappeda of Yogyakarta city, FKWA, and the society around. The informants sampling was gained through purposive sampling technique. Data collection strategy has been carried out by three ways which are FGD with five groups that become the respondents about philosophy and program, personal interview with the members of Paguyuban Kalijawi about their motivation and the husbands about their response as men, and also personal interview with the members of Paguyuban Kalijawi related to the institution. To understand the succeed of Paguyuban Kalijawi, researcher used Institutional Building analysis which has been proposed by Milton J. Esman. Result of the study showed that (1) the existence of Paguyuban Kalijawi has been a prover that women could become active participants in handling slum settlement in riverbanks of Gajahwong and Winongo. The development can be felt from the physical arrangement such as the houses’ condition of members of Paguyuban Kalijawi and public facilities, also increasing economy aspect through strenghtening the working capital and social aspect through society empowering programs. (2) Men’s responses were showed in their perceptions and attitude toward the Paguyuban Kalijawi existence which is positive and accepting. The time limitation to be at home, the income, and also the rising of woman emancipation become main factors in determining positive responses of the men.
