ABSTRACT The Contestation of Privilege Policy Formulation in Special District of Yogyakarta By: Dhian Shinta Pradevi This research aims to look at the ongoing contestation in the process of privilege policy formulation, which given to the Special District of Yogyakarta (hereafter referred as provincial government). Utilizing the policy formulation process as an arena of contestation, in which many actors pursue to fulfill their interest into the decision-making, this research will utilize both the concept of policy formulation and contestation to assess the policy formulation process and constetation occuring within the process. In doing so, three actors will be chosen as research object, namely central government, the provincial government, and provincial community. It will use qualitative method, particularly desk study and interview for data collection. The field research found that the Minister of Finance Regulation, which serves as the result of policy formulation process. However, this regulation does not always provide positive impact for the privilege fund management. The filing of privilege fund possesses no particular reference, which causes the provincial government producing incompatible program in accordance to its privilege. Moreover, the differential disbursement of funds each year, both in terms of time and quantity, constraint the provincial government to maximally realize all of the program. The contestation itself will be put into three categories, namely between central government and provincial government; central government and provincial community; and provincial government and its community. The occuring contestation illustrates through the interests of respective actors, which are supported by each resources. Subsequently, the policy formulation process is not well implemented as well as the inappropriate system for privilege fund management.
