It is potentially because this regency has many of marine tourism objects and it is important because it has more than 70% maritime zone of its whole administrative region. In the other side, its land zone has overexploited. Marine tourism as a services effort is an alternative to relieve pressure to the environment and in the same time to revitalize the maritime culture. In fact, BPS data shows that in 2015 the number of tourist in Banggai Kepulauan is declining. Moreover, one of regency government report declares that the development of potential tourism in Banggai Kepulauan have not maximized. This study comes to understand whether the decline of tourist and development of tourism potential which not maximized indicate less optimal performance of the implementation of the regency tourism policy. Specifically, this study aims to understand the implementation performance of marine tourism development policy and to identify factors that affect the implementation performance. This study used qualitative method to describe the relationships among variables in the implementation phenomenon. The data were collected through interview, observe and document study. Interviews were conducted to the stakeholders involving representation of government, representation of tourism entrepreneurs and representation of local communities. Observations were conducted in marine tourism objects and in office complex. Document study was conducted to the documents related to the marine tourism development. The results of this study indicate that implementation performance of the marine tourism development policy in Banggai Kepulauan Regency is less than optimal. This is seen in the less of responsiveness of policy implementer, some programs are not fulfilling the prime need in the field, and inefficient budget allocations. While factors that affect the policy implementation performance are the lack of implementer commitment, the lack of budget allocated, the inadequate actors support, the lack of competence of human resources in tourism institution, and the lack of regency government support or in other words the tourism development in Banggai Kepulauan Regency had not yet seen as one of development alternative by the regency government.
