Implementasi Kebijakan Disiplin Kerja Pegawai Negeri Sipil di Kantor Ombudsman Hak Azasi Manusia di Timor Leste

ABSTRACT Ombudsman is a non-departmental state agency tasked with monitoring the performance of any other state institution. Based on observations in the staff of the Institute of Ombudsman of East Timor has not been able to demonstrate its high performance and still low disciplined. This is ironic, because his job is to be the supervisor for other agencies but their own institutions still need to be supervised. The purpose of this study to determine the disciplinary policy implementation Servants Ombudsman for Human Rights in Timor-Leste, and determine the factors inhibiting and supporting enforcement of labor discipline employees of the Ombudsman in the Office of the Ombudsman for Human Rights in Timor Leste. The research is descriptive that is looking for answers on the formulation of research problems. Research location in the State Ombudsman Institute Timor Leste. Data collection techniques are taking interviews and observation. Key informant research includes: Executive Director, Director of Personnel and Human Resources Development, Director of Promotion, Director of Investigations, Director of Monitoring and Human Rights Ombudsman Staff Timor-Leste. The analysis shows that the enforcement of discipline staf ombudsman institutions have taken various internal policies are spending work time circulars, SOPs, operating manuals, aplication presensi to improsing sanctions on employees who are not disciplined. Ombudsman acts disciplines that do not comply with working hours and have a substandard performance. Presence application of finger print is one of policy implementation has been running. Sanctions had been given to employees who are not disciplined is verbal warning up to cutting annual vacation. Sanctions have been given no proven deterrent effect on employee indiscipline. Factors inhibiting and supporting enforcement of discipline employee is from the aspect of employees, managers, and policy. From the aspect of an employees such as their family duties, salary expectations unmet. From the aspect of leadership that is not capable of being exemplary, poor communication, lack of supervision, until the leadership style. From the aspect of the policy of promotion policy / mutations that are less fair, application of sanctions policies are not yet firm.
