Kegagalan Peran Majelis Permusyawaratan Ulama(MPU) di Kabupaten Aceh Tengah

ABSTRACT The dynamics of political Governmental in Indonesia after the reform shows the rapid growth. One of them related at the decentralization and local autonomy. In the development of these are two concepts is not able fully to run successfully yet, as an example is the failure role “Majelis Permusyawaratan Ulama (MPU) in Kabupaten Aceh Tengah” or the religious leaders Consultative of Assembly in Central Aceh. The existence of MPU in central Aceh has a long history absolutely, this institution has actually pioneered in the early of 1960-s then during this period is called the unity of the religious leaders Consultative of Assembly. The MPU has been revitalized in 2009 that its presence is important in the structure of the local government district of Central Aceh. The author uses the research methodology are; descriptive qualitative and an explanatory descriptive data is collected from books, media and the Internet, in addition, researcher is conducted direct observations in the field coupled and interviewing with the policy makers in the area of Central Aceh district. In the reality, the existence of MPU as policy advisor on government policy-making Central Aceh District to build the religious system (Syariah Islam) which s turned out to be less conducive in working effectively. This case was affected by various things, they are; disorientation of organization for discrepancies with the condition value, the norms and customs (Saraq Opat) it is one of the traditional governance system was developed in Central Aceh. In this research to describe on the MPU failure in Central Aceh district in terms of the analysis of aspects of performance, technical and financial resources, the chronicity of the problem as well as support and public participation.
