2016 | Tesis | Ilmu Hubungan InternasionalABSTRACT This thesis uses a qualitative approach which aims to analyze the complexity of reconciliation efforts that are part of the peace building effort in Papua. The complexity of these efforts came from the contestation of the attitude shown by each stakeholder as well as the differences in the roles held by each stakeholders from the central government, the local government and the human rights activists. The description of all approaches used by each stakeholder is based on the concept of reconciliation developed by John Paul Lederach where the reconciliation efforts is based on the approach used by each actor. Practically, the reconciliation effort in order to address human rights and politics violations is not a new concept in Indonesia peace building effort, it can be seen from the efforts that have been done in Aceh and East Timor, where cases can be completed by the central and local governments with the assistance of the United Nations and the involvement of many other countries, but it is different from what happened in Papua, peace building efforts, which began in 1960 has not been able to be realized, then the effectiveness of the efforts that have been undertaken by the Top - down actor and the actors who represent the grassroots level should be questioned. This thesis shows an attempt to measure the effectiveness of these efforts using a perspective represented by the elite such as economic improvement, clean election, and the presence of local healing, as well as the efforts of the judiciary. Not to mention the political contestation in the reconciliation due to the different perspectives on the reconciliation of the grassroots actor which focuses on the efforts of justice and reparations adding to the complexity of reconciliation efforts in Papua.
