Kompleksitas Upaya ASEAN dalam Penyelesaian Kasus Rohingya di Myanmar

ABSTRACT Dominant authoritarian regime in Myanmar has worsen Rohingya ethnic condition by using discrimination, including disowning Rohingnya ethnic citizenship forcing them to migrate to other countries. Rohingya ethnic exodus trigger fear among aim countries, demanding cooperation between Myanmar government and South East Asian governments to maintan regional security. Few times, regional institution ASEAN has made efforts to approach Myanmar Government but it did not give significant impact to Rohingya ethnic. Based on given situasion, researcher interested to examine what factors contribute to Rohingya case‟s deadlock. In finding such factors, this research used Regional security complex concept in which interaction pattern among ASEAN member and Myanmar Government are included. This research resulted in the deadlock of Rohingnya case is contributed by ASEAN vulnerability in terms of Non-intervention principle applied by Myanmar government. Another finding suggested ASEAN as regional institution is in inadequacy. Keywords: Rohingya ethnic, ASEAN, Regional Security Complex, Non-intervention principle
