Analisis Kebijakan E-Procurement dalam Mewujudkan Akuntabilitas Publik dan Good Governance di Kabupaten Gunungkidul

ABSTRACT Procurement of good and services is an activity that is always present in a public organizations or government. The activity aims to meet the operational needs of the organization as well as in the framework of a part of public services such as provision of public goods. There is a large public dimension. One of the characteristics that really stands out is the use of public funds and the various regulations that must be adhered to prevent the misuse of funds and to bring transparency and accountability. For that reason the government is trying to make breakthrough in the form of procurement of goods and services electronically, known as e-procurement. The study was to analyze public policies such as the implementation of eprocurement as an instrument in realizing the principles of good governance in the district of Gunung Kidul which has been running since 2013. The focus of this study is to see public accountability by analyzing the implementation of procurement principles that have been mandated by Presidential Regulation Number 54 of 2010 and its amendments were made up of efficiency, effectiveness, transparency, opened, competitive, fair / non-discriminatory and accountable as well as benefits for all stakeholders Gunungkidul. Then it can be recommended some policies in order to yield more credible procurement. The method used is a qualitative method. The data collection is done by doing a depth interviews with key informants, observation, and support secondary data from relevant agencies. The results showed some aspects of public accountability has not been achieved as foreseen in legislation.
