ABSTRACT This tesis examines the effectiveness of public policy implementation of PNDS tackling rural poverty in a case study the sub-district of Bobonaro, Lour village. For analyze using the formation of theory public policy effectiveness from Ripley, Franklin and Edward III. Data collected from observation, interview and documentation by primary and secondary sources. These results indicate ineffectiveness PNDS addressing rural poverty in Lour village. This evident show the presence of non-compliance the implementing actors across sectors in action all the stages of implementation according to provisions of SOP-PNDS comparison the real implementation on the field, variety of high-quality technical and non-technical barriers disrupt the implementation policy, and lack of infrastructure changes and the negative impact to rural poverty in Lour. It is because the problems communication between fellow implementing actors of policy and with the target group of the lack participation, interaction and assuming different to the PNDS, the disposition of the negative capacity and character behavior of implementing actors, low quantity and quality human resources, lack of power technical and financial resources support, and the complexity and ‘fat’ bureaucratic structures of PNDS. Recommendation advice is need re-socialization and changing methods in order to achieve the participation and support of the larger community. Repression firmly to the actors indicated hurt many parties and/or unlawful the law. High additional allocation of funds PNDS adjusted rural poverty conditions, streamlining the bureaucratic structure and phases of the cycle of PNDS.
