ABSTRACT Since the Public Information Disclosure Act was passed, its implementation still leaves many records in both the central and local level, while there are anomalous acceleration of the public information disclosure policy implementation in Purbalingga. Research by the case study method was conducted to understand the complexity of the dynamics of Purbalingga District Government communication in Public Information Disclosure Policy Implementation. Data were collected through in-depth interview process to the policy implementers, observations, and various documentation. The results show that there are actors in terms of internal and external governance have their respective roles.
