Abstract Layering Mechanism Depicted on The Changes of Schengen Regime Schengen Regime faces complex and yet various problem during its existence. Despite its fluctuation of complicated challenges, Schengen Regime remains stable and still able to perform its function. This research aims to reveal the function of Schengen Regime considering its well being performance. The economic cooperation that turns to be the core of the regime in the beginning is rapidly expanding. As for the present, non-traditional security issues are also considered as primary focus within the regime. The dynamic of issues that appear in the regime reflect European Union integration. The explanation shows that European countries remain to join Schengen Regime because of the positive feedback. Schengen Regime conducts amendment on its regulation to respond current issue. The obstacles that Schengen faces also changes to non-traditional security issues such as terrorism, refugees, human and drug trafficking, and criminality. Schengen Regime establishes three regulations as this follows; Visa Information System (VIS), Schengen Information System (SIS), and Eurodac as response of latest issue. The three regulations play its function to layer the basic regulation (CISA). The process of layering basic regulation with new rules as what reflected in Schengen Regime is in line with layering mechanism. The three regulations which are briefly explain as this follow perform its function as; VIS and SIS are regarded as the security system of the regime, and Eurodac aims to computing the refugee’s fingerprint.
