ABSTRACT Indonesia is one of country that has the largest smokers number in the world. That makes the central government and local governments create policies to regulate the behavior of smokers. Yogyakarta is one of Indonesian’s province that has implemented the smoking ban policy. One of the points of this policy is to regulate the provision and using the smoking room in public spaces. The existence of smoking room does not make smokers complied to use the space. There are many smokers who still smoking outside the smoking area. The aim of this study is to describe for what extent that smokers complied using smoking room and the factors that affect the compliance. This study uses a qualitative descriptive methods. This study was conducted at two locations, i.e City Hall of Yogyakarta and Adisucipto Airport of Yogyakarta. The methods of data collection which use are interview, observation, and documentation.
