2016 | Tesis | Politik dan PemerintahanABSTRACT This study aims to explore the substance of the NGO’s professionalization and to reveal the institutional clash between volunteerism and professionalism in its management. The identification of an integrative strategy used by NGO’s executives as a way out from that institutional clash, also become another goal. The popularity of the professionalization practice in the "world" of NGO in Southern countries have always been associated with the concept of NGOization. As a neoliberal agenda, NGOization has led NGO to implement the managerial professionalization. Professionalization, no doubt, is able to bring a positive impact for NGO, by providing a benchmark for organization’s management based on certain standards. Those standards are introduced into the organizational system, structure, or working procedures in order to achieve its substantive missions effectively and efficiently. Nevertheless, professionalization can also trigger the emergence of various institutional clashes in the governance of NGO. This study tried to answer two questions: (1) Why volunteerism can collide with professionalism in the NGO’s governance? (2) What kind of strategy used by the NGO’s executives to negate that institutional collision and how does it work? For finding the answers, researcher uses some theoretical frameworks i.e. institutional theory and culture of change. The primary finding of this study is that the institutional clash between volunteerism and professionalism appeared actually in NGO’s governance, because the existence of both elements were still maintained in the organizational management. To solve this problem, the NGO’s executives implemented an integrated strategy (hybrid strategy) by combining the implementation of social awareness activities with the activities of research, advocacy, and lobbying simultaneously.
