ABSTRACT The research purpose of PKH Institutional Implementation is to see the role of implementation of PKH units at Districts in implementing social protection programs. The duties, functions and responsibilities of PKH institutional performance is interesting to be researched because the innovation of conditional direct aid illustrates the realization of social security programs in the form of educational assistance for school-age children and pregnant women as well as under five-years-old children. The existence of UPPKH as the program implementer becomes an organization that bureaucratically provides social services for the beneficiaries. UPPKH is managed by social services and implementer which is structured by job description and responsibilities. This research was carried out in Bantul by qualitative-descriptive approach with the analysis unit i.e. PKH implementer, community leaders and beneficiaries or KSM. The data was collected by field observations, interview and literature study as secondary data. The results indicated that UPPKH as the implementer has been able to carry out the duties, functions and responsibilities well according to the guidelines and got compensation to reach the expansion of the program in all districts. UPPKH District as implementer and technical program manager created a working system that could be a learning process at the national level. UPPKH was able to create a work synergy so that it could create the mechanism that was compatible with the work bureaucracy effectively and efficiently. Some supporting activities have also been carried out in order to support the success of the programs. In terms of KSM, the level of the compliance and commitment demonstrated the success of the program for poor families. It was a hard work of UPPKH especially the companion who could provide motivation and social advocacy to be the core of the success of the program. However the coordination system at the district level still needed to be strengthened as an operational level in the implementation. Another success was the program integration through social and economic empowerment carried out UPPKH District. On the external side, it indicated that UPPKH District has become benchmarking and field learning practice for the companion candidates of PKH from some areas. On the one hand, PKH implementation in Bantul was certainly related with enabling and inhibiting factors. It was also related with the impact of the program mainly on socio-economic aspects, health and education. The coordination at regional level needed to be strengthened in order to create program synergy and data base of poor families to strengthen coordination among related SKPD.
