JOB Pertamina-Medco E & P Tomori Sulawesi always carry out its operations in a harmonious manner between the interests of the company, environmental and socio-economic. Operationalization of CSR is often less involving local authorities and other stakeholders, while engagement with targeted communities only in the implementation of this activity. This research generally aims to determine the CSR implementation process in Banggai district. In particular, this study aims to determine: CSR governance and synergy among stakeholders in the implementation of CSR JOB Pertamina-Medco E & P Tomori Sulawesi in Banggai district. This research method using descriptive qualitative type. The research was conducted in the district of South Batui Batui and Banggai. The informant made up of employees of the community development division JOB Pertamina-Medco E & P Tomori Sulawesi, head Bappeda, chairman of the Commission III DPRD of Banggai, Head Batui Selatan, the village head, and the head of the village gapoktan Sinorang. Data were collected by interview, observation and documentation. Data analysis using descriptive techniques through the stages of data reduction, data display and conclusion or verification. The results showed that: first, governance CSR is divided into 8 stages ranging from the study of potential assessment, program recommendations, analysis, dissemination programs, preparation, implementation, and monitoring and evaluation. The study and assessment resulted the potential number of findings and recommendations that serve as the basis in preparing the work program. The work program that has been analyzed and then disseminated to stakeholders, especially the target groups and partners JOB PMTS. In the preparation phase, almost all the preparatory activities carried out by the company itself or partner. During the implementation phase, the management of CSR is mostly done by the company it self. Only a few programs that are managed together with the partner program providing fishing boats for fishermen, crab cultivation and management of mangrove forests. Periodically monitoring and evaluation. Secondly, synergy among stakeholders did not take place at every stage of the implementation of CSR. At the stage of potential study, CSR involves universities, government and society. At the stage of program recommendations and analysis, does not involve other stakeholders. At the stage of socialization and preparation, the synergy between companies and target groups. During the implementation phase, the synergy between the company, the target groups, universities, and government occur only in certain activities, namely mangrove management and procurement of fishing boats.
