Transformasi Strategi Gerakan Waria Yogyakarta Politik Redistribusi dan Politik Rekognisi untuk Keadilan Sosial

2016 | Tesis | Politik dan PemerintahanAbstract This thesis examine about the strategy transformation of waria movement in Yogyakarta which moving between the pendulum of politics of redistribution and politics of recognition for social justice. There is an important context which set the situation of clash between increasing advocacy on sexuality rights globally versus managing risk/ dangers on sexuality in development in Indonesia. The resesearch shows that Ikatan Waria Yogyakarta (Iwayo) have two major roles: first, creates a space for an alternative narrative against the major forces; second, they do ‘vernacularization’ on the universal human rights into their locality. Iwayo are the place where the waria can associate and express their gender identity. They alsoarticulate the interests of waria trough social campaigns, cultural and art performances, social activities as well as lobbying and public hearings to the local parliament. The main issue that they have brought is that in citizenship forms, sex (or gender) is shown as a rigid bivariate category and there is a fact that waria cannot access the national identity card which lists them as citizens. Their role is important since they have been trying to create narratives outside of the three major forces: (1) State who sees this as disease and has to be cured; (2) International donors who speaking about HIV and AIDS risks; and (3) Local NGO who speak for transgender on sexual rights. Despite the fact that Iwayo has been trying to create an alternative space and do vernacularisation, they are also influenced by and dependent on the other three major forces. In reality they also need aid support from donor trough HIV&AIDS issue. However, waria as the citizens of Indonesia have sexual and citizenship rights that need to be protected.
