ABSTRACT This research was conducted in order to see the effectiveness of the capacity bulding of KLA program in handling the problems of street children. This research is motivated by the implementation of CFC program in Pekanbaru City has secured the award CFC pratama category in 2015. However, the facts on the ground show there are still many children who do not get the rights and protections, especially for children who have been marginalized, namely the street children. Though already done to strengthen the institutional capacity of the KLA program, so there are problems of capacity building in addressing the problems of street children in Pekanbaru City. This study uses the theory of capacity building and institutional building, where institutional capacity building CFC program views of human resource development, organizational strengthening, institutional reforms, programs, and resources. This research was conducted using qualitative research with case study approach and research on children approach. Based on the results of the research found that the problem of street children in Pekanbaru City are problem of education; health; occupational risk; and relationships with parents. The capacity building of the CFC program have minimized the problems of education of the street children in Pekanbaru City. The important finding in this studi are the ineffectiveness of capacity building of the CFC program due to problems on: 1) Development of human resources, namely the lack of CFC human resources trained CRC; 2) Strengthening the organization, namely coordination which had performed poorly and did not commit an institutional restructuring of the CFC program resulted in the absence of institutions that are concerned in implementing the CFC; 3) Program, which is handling mechanism of street children is only done with the control and guidance does not resolve the problems of street children; and 4) Resources, the budget constraints and the unavailability of shelters as a friendly and decent children for handling problems of street children.
