ABSTRACT Regional Development Plan (RKPD) is an official document plan, RKPD has a strategic position. Regional Development Plan (RKPD) has a link with the vision and the mission carried by the local government. Vision of North Barito regency is "ACTUALIZING ACCELERATION OF REGIONAL DEVELOPMENT IN VARIOUS FIELDS AND INCREASING PEOPLE’S ECONOMY TO ACHIEVE SUSTAINABLE AND PROSPEROUS OF THE NORTH BARITO REGENCY". Which hereinafter "IMPROVING SYSTEM ENFORCEMENT OF GOOD GOVERNANCE AND SOCIETY’S PARTICIPATION IN THE REGIONAL DEVELOPMENT AND IMPLEMENTATION OF BUREAUCRACY REFORM OF THE HUMAN RESOURCE APPARATUS PUTTING THE RIGHT PLACE AT THE RIGHT" to be one of the missions of North Barito regency. But so far Barito Utara Regency in particular has been no attempt or effort to measure and clear to which extent and form of society participation that has been running in accordance with the vision and mission areas embrace. Feared by the low involvement of the community in the process of preparing the Work Plan for Regional Regional Development it will cause a negative impact as follows: (1) lack of a sense of community on the compiled program, consequently the sustainability of programs implemented may be delayed or even not materialize; (2) programs that are not in accordance with the needs and characteristics of the community. This research took place in the District Central Teweh. Subdistrict Central Teweh is a pilot districts that are within the administrative area of North Barito regency, Central Kalimantan Province. Some of the accomplishments achieved by the National level three times in a row won the Adipura of the Ministry of Environment and Forestry in 2013, 2014 and 2015. The District of Central Teweh the City District is located in the district of North Barito, and became the center of the Regional Government Barito North. This research seeks to answer the problems of how the level of public participation in district Central Teweh in drafting regional development work plan (RKPD) North Barito Regency in 2016 accompanied why public participation rates are central teweh subdistrict at that level?. This research aims to study the level of public participation in the District Central Teweh at the process of drafting the RKPD North Barito Regency in 2016. The methods used in this research is quantitative descriptive which is supported by the qualitative descriptive, and then further to the analysis process using Likert Scale and frequency distribution. The results showed according to the typology of Arnstein public participation rates in district Teweh Tengah in the preparation RKPD be at the level of Consultation (the consultation) in the ladder of participation in public participation nature are heard but not always used advice. This is evidenced by the total score obtained from the results of the analysis are the numbered 678 points, categorized into Tokenism award / degree of formality (degree of tokenism). Why is the level of public participation in district Central Teweh in drafting the RKPD are at the level of Division of power tokenism (awards / formalities) can be understood from the proposed Subdistrict Musrenbang Teweh Tengah program as many as 487 proposed a programme formulated in Central Teweh Subdistrict musrenbang abstracted into 34 programs and activities. It is concerned among other things with the interests of the SKPD, the adjustment of the criteria development programs and interests that was mandated in the RPJMD, the alignment of interests with the urgency of the condition of the community and the priorities of development programs that have been established and the capacity development financing provided in Pagu İndikatif Sementara (PIS) North Barito Regency.
