Analisis Kinerja UPT Balai Pelestarian Nilai Budaya Yogyakarta Melalui Balanced Scorecard

ABSTRACT The Constitution of the Republic of Indonesia in 1945, section 32 subsection (1) mandates that "The State promotes national culture of Indonesia in the middle of the civilization of the world, with freedom of the public in maintaining and developing cultural values". In line with that, the development of cultural values is very important to be the basis for designing a program of activities for the agencies that deal with culture. In this regard, the Institute for Preservation of Cultural Values of Yogyakarta as a public organization that is engaged in the preservation of cultural value is not maximized in achieving good performance results because they are not oriented LAKIP describes the community as service users. There are several methods of measuring the performance of the organization, but the Balanced Scorecard is superior for customers to enter or human resources as a dimension of achievement that illustrates the performance of a truly balanced. Based on these descriptions, the problem in this research is, "How is the performance of the Institute for Preservation of Cultural Values of Yogyakarta, which is measured by using Balanced Scorecard?" This study is a research which combines quantitative and qualitative (mix method). The results showed that the Institute for Yogykarta Preservation of Cultural Values (BPNB Yogyakarta) overall showed good results if measured using Balanced Scorecard, but some performance perspective in BPNB DIY show adverse conditions. The condition is related to the aspect ratio of the economic and physical evidence. BPNB DIY category less efficient due to the similarity with horizontal institution’s programs, and the amount of expenditure of employees, so that the budget is not distributed to the maximum for the implementation of the programs. Other conditions related aspects of the physical evidence because of lack of effective use of appropriate technologies related to the need for public information. BPNB Yogyakarta as public organizations should have integrated strategies and objectives which are synchronized in order to achieve a more effective performance.
