2016 | Tesis | Manajemen dan Kebijakan PublikABSTRACT The process of disciplinary sentence of Civil Servants in the Government of West Sumatra Province is still considered problematic. This is evident from the trend of the increase in the number of disciplinary violations of Civil Servants since 2011 to 2015. In addition, not optimal supervision, disobedience and lack of understanding implementor make enforcement of discipline by Regional Employment Board and Inspectorate looks still weak and indecisive. The purpose of this study is to describe and analyze the implementation of disciplinary sentence policy in the Provincial Government of West Sumatra and analyze the supporting and hindering factors of this policy implementation by using four factors: Communication, Resources, Disposition, and Bureaucratic Structure. Research methods and approach used is descriptive qualitative method. The key informants in this study is the Head of Development and Employee Welfare BKD, Employee Development Division Head of BKD, Assistant Superintendent at the Regional Inspectorate, the inspectorate Auditor, Chief Division Officer some SKPD and some civil servants in the Government of West Sumatra Province. Data collected through interviews, documentation, and observation. While technical analysis of the data in this study using an interactive model analysis. This study shows that the overall implementation of the policy of this disciplinary punishment has not done well. It can be seen from several stages in the process of disciplinary punishment that does not comply with the legislation and technical standards that have been set. Stages in question is the examination and the Session of Employee Advisory Assembly which is precisely the two most important stages and determine the quality and effectiveness of the process of sentencing the discipline. Then some of the factors that hinder the implementation of the disciplinary sentence policy are communication and disposition, while the supporting factors of this policy implementation are resources and bureaucratic structures. Suggestions presented in this study among other things, the establishment of the inspection team as mandated by Article 25 of Government Regulation No. 53 of 2010 about Discipline of Civil Servants, or strengthen the legal basis of Employee Advisory Assembly with Governor regulations including authority. In addition, it needs to be a coordination meeting or socializing legislation related disciplinary sentence policy, to provide education and training for operating staff and staff inspectors to improve its ability to analyze cases of disciplinary violations. And lastly, it needs to be replicated on the Standard Operating Procedure (SOP) BKD related to the imposition of disciplinary punishment of Civil Servants so that the implementation can be more effective and realistic for the implementor in the field.
