ABSTRACT This research titled “Opening Humanitarian Space in Rakhine, Case Study: Humanitarian Diplomacy by Médecins Sans Frontières”. The purpose of this study is to know about the strategy of MSF in opening up the humanitarian space in Rakhine State, Myanmar, particularly regarding access permissions of humanitarian operastions that previously had dismissed by the Myanmar Government in February 2014, and also to know about how far the strategy is implemented. This study used the concept of Humanitarian Space, Humanitarian Diplomacy, and Humanitarian Negotiations. These three concepts are used to analyze about the humanitarian crisis that hampered in Rakhine State, and how MSF implemented its strategy through a series of humanitarian diplomacy by using negotiation techniques that use communication approaches to various parties, including the Myanmar Government itself, a group of Rakhine Buddhist, and International Community. Negotiations were carried by MSF to the Rakhine Buddhist Group, considered to have failed result because it could run out well. But in another part, MSF succeed to have constructive and productive negotiations with Myanmar Government, and it followed by the succeed negotiation with international community. Furthermore, there are several contributing factors that gives positive influence especially about the successful to get back the access of humanitarian operations in Rakhine.
