ABSTRACT This study discusses the implementation of Help Poor Students Program (BSM) the level of Primary Education in Manggarai Regency in 2015. The research was motivated by several reasons namely: First, there are students out of school from year to year in Manggarai regency until 2015. Second, the low level of school participation at the level of Primary Education in Manggarai Regency as seen from the Gross Enrolment Ratio (APK) and net enrollment ratio (APM). Furthermore, BSM program selected as the object of study, because the BSM program aims to prevent students from dropping out of school. BSM program is also intended for poor students receive educational services so that enrollment for the better. The purpose of this study is to investigate the implementation of BSM program and determine the factors that influence the implementation of BSM program in Manggarai Regency. The method used in this research is descriptive qualitative. Informants in this study consisted of 2 people from Dinas PPO, 6 headmaster, 30 poor students, 3 village heads, 1 person from Dinas Sosial, 1 person from the BPS and 1 persoan from BRI The process of data collection is done through the stages of observation, interview, and literature study related data relevant. Results of this study concluded that the implementation of BSM program in Manggarai Regency have not been successful. It is seen from one of the parameters, that is the compliance of implementor that did not work well. While the output quality parameters already successful program, that there are five indicators of successful of the seven assessment indicators. The fifth indicator in assessing the quality of the output successful BSM program are indicators of access, coverage, frequency, accountability and compliance programs to the needs. While less successful indicators include indicators of bias and accuracy of service. Furthermore, the factors that affect the implementation of BSM program in Manggarai regency supportive factor is the policy environment and the characteristics of the policy. While the factors that are inhibiting factor is resources both human and financial resources. From the results of this study suggested several things: first, to the BRI need to recruit new employees in order to service more quickly. Second, village officials, RT and the Central Bureau of Statistics of Manggarai need to perform data collection together or discussion forum all stakeholders to prevent bias the data, and the third to Dinas PPO to include the monitoring funds in the Work Plan and Budget (RKA) annual. The fifth for the school could use School Operational Funds (BOS) to transport the withdrawal of BSM. Key words: Analysis of Program Implementation, Education, Help Poor Students Program.
