The society which was originally an agricultural will move toward the industrial society, diversification of jobs increasingly diverse, more workers and companies are coming both oil companies and corporate supporters, civil society organizations, the media, and academia reinforces its role as a community development, and central government or local government have new job taking care of permits, issuing new policies and regulations to regulate and oversee all the dynamics of social, economic, and political impacts of industrialization. No exception that occurred in Bojonegoro. The discovery of oil and gas resources in 2001 were able to supply 20 percent of domestic oil production, had changed the conditions in Bojonegoro. Inevitably the issue of CSR or corporate social responsibility which was existence made popularly as the number of companies that are coming in Bojonegoro. And these issues are intensified when CSR management practices are having problems. Then Alliance CSO (Civil Society Organizations) Bojonegoro was established as part of participation in CSR management access in Bojonegoro. On its duty, the organization would like to answer about CSR problem in Bojonegoro by struggling the equitable and sustainable CSR issues through public policy, advocacy in the form of Perda CSR. The formulation of the main question in this research is how the process of struggle Alliance CSO seize accessibility CSR management, the formulation of the mini question; First, how the Alliance CSO struggle to reach the accessibility CSR management, second, how the Alliance CSO consolidation, and third, how the Alliance CSO make a networking. While the methods used in this study is a qualitative descriptive with coverage research sites located in the district of Bojonegoro. Informants in the study are the parties involved in the management of CSR in Bojonegoro, including the corporate, local government executive and legislative, and civil society organizations in Bojonegoro. The data used in this study are primary and secondary data. The primary data obtained through observation and interviews, while secondary data obtained through documents related to the Alliance CSO advocacy and the news media.
