ABSTRACT Name : Anindita Meidyanti Puteri NIM : 15/388853/PSP/05458 Title : Changes in the USA Counterterrorism Foreign Policy during President Obama’s administration Terrorist attacks on September 11, 2001 made the United States of America that led by President George W. Bush apply the ‘Global War on Terror (GWOT)’ foreign policy with the use of military force as the main priority. During Obama’s administration the counterterrorism foreign policy applied a different from the previous administration, by using the concept of ‘smart power’. The main theory in this research is the theory of decision making process. The method used in this research is qualitative, and the data was obtained through study of literature. The findings of this research explains the factors that make Obama apply a different foreign policy is caused by international context, military and economic condition, domestic politics condition, and decision making actor.
