ABSTRACT Bantul Regency is an agricultural area that can not be separated from the problems of agriculture, one of which is the conversion of agricultural land to non-agricultural cumulatively will result in negative impacts on the economic, social and other sectors. Bantul has the location and the conditions that make some parts of the region have started to develop and solids into residential purposes. It is also driven by the price of land offered relatively cheaper than the city of Yogyakarta. This study has two research purposes, the first to investigate and analyze the commitment of heads of regions and the role of actors in Bantul to the conversion of agricultural land to land non-agricultural, the second to analyze the factors that affect stakeholders in the process of policy implementation over agriculture land conversion to non-agricultural land in relation to the interests of the actors involved. This research is a qualitative descriptive study. The data obtained is used directly and indirectly. The data is directly obtained by researchers went to the field to conduct depth interviews with officials of agricultural land conversion in Bantul and affected stakeholders a total of 11 (eleven) resource persons. While the data are not directly derived from the literature, documents, secondary data, the official publication of government agencies, official newspaper, review documentation and data other supporters. Research shows that the conversion of agricultural land to non-agricultural in Bantul still occur caused by the lack of commitment regent and deputy regent and the role of actors Stakeholder agricultural land conversion .Variabel first is the commitment of the regional head can be seen from three (3) indicators ie regulations that are made, the budget into programs and activities, the establishment of a technical team controlling agricultural land conversion. The second variable is the role, interests of the actors of the stakeholders involved in land use that affect agricultural land conversion. There are several things that affect stakeholders in the conversion of agricultural land to land non-agricultural, the first differences of opinion and conflicts of interest between actors in land use, political conditions, political actors involved in land use, a political deal in the process of drafting regulations to land conversion policy implementation. Indicators to two (2) internal conditions of the agricultural sector, pressure from investors. Indicators arrives to three (3) Law enforcement is still weak.
