Resolusi Konflik Etnis Pasca Krisis Politik Dili, Timor Leste Tahun 2006

Abstract The political crisis in Dili, Timor-Leste in 2006 has led to the violent ethnic conflict between Loro-monu and Lorosa’e.Changes in leadership that followed failed to control the conflict, until then Prime Minister Xanana Gusmão run a national recovery strategy Hamutuk Hari’i Futuru which sucessfully ended the ethnic conflict.This thesis aims to analyze the causes of the seccess of Hamutuk Hari’i Futuru. The analysis was done by using Louis Kriesberg’s theory of conflict resolution, together with the concept of the fragile state and ethnic conflict. The study that the success of Hamutuk Hari’i Futuru had been evident from the absence of further ethnic violence, the process of re-integration of refugees, the existence of various problem-solving activities,as well as community interaction in a tangle brotherhood, togetherness, and kinship as a form of peace. This success is due to Hamutuk Hari’i Futuru being applied based on a specific approach to conflict resolution, which consists of four stages: the de-escalation of the conflict, humanitarian intervention and negotiation, problem-solving, and peace-building.
