ABSTRACT Segmentation is happening between the people and the government over the seizure of land into a complex issue because of the many interests. Land claimed by the community on a historical basis and then changed when the government put Kontu district as part of protected forest areas. On the basis of disappointment finally mobilizing society movements reclaiming the disputed land. This study aims to determine the strategies used by the community Kontu and other actors involved in reclaiming land do they stand for. This research was conducted with a case study (case study). Respondents consisted of the pemeritah (the Forest Service), the community and local NGOs with the data retrieval snowball. This study uses the theory to analyze problems that occur in Kontu, the author uses the theory of Resource Mobilization (resource mobilization theory). This theory further will menjewantahkan shape strategies for reclaiming. The results showed lack sepemahamanya on issues concerning the status of forest area Kontu, make this area full of interests and conflicts. The government with the power to intervene and force the communities of fence destruction, burning huts and even physical contact. Public disappointment diktatoran government would then become resistance. Kontu community to take the fight to mobilize themselves for reclaiming, reclaiming movement is a form of social movement undertaken by the community as an effort to reclaim their land. Movement is done by the community has the support of a local NGO (Swami and OR-K) in Muna, support is being used to strengthen and motivate the resistance movement. Kontu community also take advantage of such support to fight the other to support the demands of the They like cutting down trees, demonstrations, boycotts street, holding teak findings.
