ABSTRACT Conflicts striking off the states in the Middle East have caused the mobilization of millions of refugees to Europe. The patron institution of European values, European Union, has failed to reach an agreement to unify an obligatory quota relocation policy into each member states. Perspective dissimilarity of EU member states’ governments in addressing the refugees who mostly come from Muslim countries are the root of the different refugee policy implementations in each states. This study aims to prove the existence of a causal link between foreign policy with state’s internal factors such as economic power, domestic politics and public opinion that altogether influence the government of one state in formulating their foreign policy. The focus of this research is based on foreign policies implemented by the three EU countries, namely: Germany, Italy and Hungary. The main method that is used to analyze the causal relationship between the independent variables and the dependent variables is descriptive analytic method with inductive logical thinking.
