Abstract This study examines the phenomenon of autonomy from the vulnerable communities on the slopes of Mount Merapi, which wants to immediately free from the economic downturn post-eruption of Merapi without relying upon the State. The community initiated its form of collective action in form of managing disasters tourism cite as it is expected to transform its vulnerability into a strength of economic autonomy after Mount Merapi eruption in the end of 2010. This research has a mission to answer the question: How Kinahrejo community could encourage collective action to transform its potential vulnerability due to Merapi’s eruption in 2010 into an economic autonomy amid State’s ignorance? This study employs a case study approach since the case’s peculiarities draw high interest, and thus the aim is not to formulate a theory. The collective action which is embodied in managing disaster tourism has reaped positive results enjoyed by all residents in Kinahrejo in form of independently relocate to a better location. It also empowers approximately 80% of its local and surrounding residents with creation of new jobs. Minimizing risk of living amid the threat of the eruption by avoiding conflict is a basic thinking of individual rationality for Kinahrejo community to work together providing collective needs. Trust and bonds of solidarity among Kinahrejo residents have a role in the maintenance of collective action. Both are ample capitals for the success of collective action that was built by the citizens in an attempt to change their life after the eruption. Therefore, Kinahrejo community’s strategy in maintaining confidence could be done in three ways: (1) Presenting regulations as a bastion of exploitation; (2) Accountability mechanism; (3) Equally distribute the revenue gained from managing disaster tourism. Besides derived from the teachings of the noble customs of the ancestors, the bonds of solidarity of Kinahrejo residents also comes from uncertainty threat from Mount Merapi eruption which has higher intensity from one period to the next. As a result, the presence of free riders in Kinahrejo community opposes Olson’s concern who says that the presence of the free riders will be a serious threat for the continuity of collective action. In fact, the existence of the free riders in Kinahrejo community could not be taken as source of serious problems. Further, those who are cooperative in collective action accept the presence of free riders solely in order to maintain the bonds of solidarity rationality exceed the value in term of material or monetary unit. In other words, when the community is keeping ties of solidarity, it also means that they are taking care of collective action effort in order to achieve its goal to become economically independent.
