ABSTRACT The aims of research to reveal Russia attack to Ukraine as balance of power instrument against NATO. Indeed, dispute between Russia and Ukraine being happen after Victor Yanucovych reject trade agreements with European union so that engender protest action by Ukraine society. After rejected agreements trade with european union decided Ukraine suddenly to establish cooperative relationship with Russia. Cooperation agreement who know within “joint action plan” both Russia and Ukraine has been engender political dynamics to Kiyv domestice. The problem appeared on Yanucovych inconsistency within law of nonaligned implementation so as Yanucovych decision to establish cooperative relations with Russian has been downfall non-aligned concept which has been built as a form of self-defense. Engender some protest in Ukraine domestic has been downfall cooperative relations with Russia and more pull Yanucovych up to step down in Ukraine. It is making East Ukraine conflict increasingly coloring study of international relations, where Ukraine foreign policy able to pull greater blok two up in suspense. Russian involvement in Ukraine war is impect from Crimea protest movement which wants out of Ukraine shadow and joining with the Russian. it is making russian more believe to make Crimea being sanctions on Ukraine action joining with west country. Even less, Russia has some interest in Crimea, especially in the construction of military. Furthermore, the function of the Russian black sea to used control the activities of NATO forces in Eastern European and to control oil and pipelines towards the European Union. This makes black sea as who contested place and considered as a region capable of providing force to the Russian army. So that Russian strungle to the keep Crimea has been able to create balance of power change in Eastern European. Key word: power, security, balance of power, national interest and foreign policy.
