ABSTRACT These thesis is arranged to acknowledge the influencing factors of United States foreign policy towards the banning are use of antipersonil mine convention or Ottawa convention during the region of three Presidents, they are William Jefferson Clinton (1993-2001), then George Walker Bush Jr (2001-2009) and Barrack Hussein Obama (2009-now). This research uses two interrelated consepts, those are Two Level game by Robert D. Putnam and International Politic concept by William D. Cooplin. Two Level Game concept will explain domestic and international factor which influence the process of making foreign policy in a country. Meanwhile Cooplin will overview the factors of making foreign policy by overviewing how domestic politic condition in a country, then how that country’s economical condition, the last how international context influence the process of making foreign policy in United States.
