abstract Democratization and decentralization that hit Indonesia make a change at local level that the momentum for the social actors to change local politics to the point that tends to be oligarchs, relations clientelism and patronage politics. This study aims to reveal an interest in the management of the forestry sector focus to explore the relationships between the local bosses and local actors in the forest sector governance. This research uses a case study focusing on the governance of the forest sector in Muna. The data required as supporting primary data and secondary data related to the topic of this study is to reveal the power relations boss and local actors - local actors in the sector of forest governance that led to the economic and political interests, (1) the interests of bosses of local (2) , a key actor districts, and (3) the interest of local actors in the network clientelism. The results of this study confirm the the state becomes major factor of power source local bosses to build a network of power in the governance structure. While management in the forest sector into a political tool in the interests of local power becomes a source of patronage that is exchanged into the network clientelism. More details of the forest sector into an arena for an actor or group interests in the network and power alliance that includes reciprocal relationship exists between the local bosses and local actors. Thus, patronage is the strategy in maintaining local power by distributing profits on the forest sector. The study concluded that the pattern of power relations between the local bosses and local actors in the forest sector. The first dimension in the institutional relations of local bosses of coercive. Second, the relation to the key actor Muna as well as politicians and businessmen entwined in the political atmosphere. While in relation intertwined reciprocal exchange - behind interests that are both economically and politically that is used to maintain the power of local bosses.
