ABSTRACT This thesis deals with the efforts of ASEAN countries to encourage the nuclear weapon state to sign a nuclear Protocol in order to be willing the SEANWFZ has been formed on tahun1995 and to date this has not been well accepted by the United States, China, Russia, the United Kingdom and France. Negotiations had stalled for ten years to be active again in 2011 until now so as to make the ASEAN performing diplomacy with various bands. Key Words: protocol, treaty, diplomacy, nuclear
