ABSTRACT By Fariz Afifah NIM 14/371890 / PSP / 05145 This research is related to the circumstances of iron sand mine conflict in Kulon Progo which undergo a long process and fluctuating. The conflict occurs between all stakeholders including the local Government of Kulon Progo, PT. JMI as a corporation and the local community who act counter to the presence of iron sand mine. The conflict not only vertical but horizontal conflict between people counter the pro mining communities. The emergence PPLP-KP (Sand Coastal Peasants Union) was used as a forum for the mining counter. The concept used in this research is Community Dispute Responsibility (CDR) as part or one of the tools of the Alternative Dispute Resolution (ADR) and related concepts of alternative conflict resolution. In addition, the elaboration and attention toward conflict resolution based on the community-based approach becomes a preference that needs to be developed. This study uses a qualitative method with indepth interview to each informant. Documentation and secondary data such as personal or official documents, journals, accountability reports, books or references, modules, other similar research with same settings as the reference researchers. An important conclusion in this study is the feasibility of the implementation of the CDR as conflict resolution preferences deemed able to reduce conflicts that can not be resolved by governments and corporations. Conflict management paradigm shift of power approach towards a community approach. PPLP-KP as an undercurrent movement coming from the grassroots level organizations that have the resources then made PPLP-KP become an instrument of unity and community media. United community through the organization, they build autonomously and entrenched. Although instrumentation CDR was not fully able to resolve the existing conflicts, but the CDR has a role of its own to reduce conflict and be able to build strength and expand the network of organizations through resources owned by PPLP-KP. Although the feasibility of implementation of the CDR can be seen from the characteristics and personal nature of these tools but in internal PPLP-KP is not fully aware that is being implemented is a CDR tools. Some leaders demonstrate knowledge related to alternative dispute resolution without realizing that they are trying to do is implementation of CDR itself. CDR prerequisites are met but in the process there are still weaknesses also challenges that must be addressed by communities as social disintegration that occurs among people in Kulon Progo just because of the difference perspective.
