Successful and effective organization is an organization that comprises human resources or an individual with a good performance. Human resources (employees) factor is one of the factors that determine the success or failure of an organization in achieving its goals. Public service motivation and competency of employees is the way that can be done to improve performance in the organization because both of them are factors that affect the performance. The purpose of this study was to determine the effect of public service motivation and competency to the performance among civil servants in RSUD West Pasaman. The background of this study is because the performance of employees at RSUD West Pasaman has not been optimal. Low or non-optimal performance was assumed that it was influenced by public service motivation and competency. This research is quantitative which conduct associative quantitative research. The population was all civil servants who are in the functional scope in RSUD West Pasaman. Sampling were using formula of Slovin with sampling techniques Proportionate Stratified Random Sampling. Collecting data in this study were using a questionnaire with Likert scale measurement and supported by documentation. Reliability limit of item is alpha cronbach ty of the item is > 0,003. Data were analyzed using multiple linear regression techniques. Regression test results show the value of adjusted Rsquare 0,213 or power of influence contribution 213, % with a significance level of 0,000 (p <0,05). Results of regression analysis showed that there is positive and significant influence of public service motivation and competency to the performance of civil servants in RSUD West Pasaman.
