ABSTRACT Act of The Republic of Indonesia Number 14 of 2008 on Public Information Openness as communication policy requires public agencies to provide, deliver, also publish public information under their authority to the public information requester. The Audit Board of The Republic of Indonesia (BPK) is one of the public agencies that has to participate in the Act. As a public agency, the BPK assigned to conduct audit on the management and financial responsibilities of countries and regions, which the result form are government financial statement both central and local governments, performance inspection report, and audit with special purpose report. The audit report is not only important to be opened to the auditee and the government, but also to public and media, so that public can monitor the government’s performance, prevent fraud that leads to corruption, even supervise the BPK auditors in their audit assignment. However, in practice, the restrictions and control of information access still happening, especially information about Audit Reports. This research analyzes how the implementation of Act of The Republic of Indonesia Number 14 of 2008 on BPK in 2010-2015. With the case study method, this research try to explain all matters related to individuals, groups, organizations, as well as events related to the implementation of the Act in BPK. The results of this research indicate that the implementation of the communication policy of the Act No. 14 of 2008 during 2010 to 2015 in BPK is still in bad condition. Although the implementation is going well in terms of resources and the fulfillment of the rules, but still bad in terms of the understanding of internal officials and access to information through the BPK website. BPK still focused on the opennes in the scope of information delivery to public, and excluded information about decision-making, as well as the establishment of BPK policies. The factor toward BPK’s circumspection about their information lead to the restrictions on access to information. BPK need to continue the ongoing socialization, exploiting information technology to facilitate public access, as well as posting the information about executive summary of audit reports and followup on audit results in the website. So that the implementation of Public Information Openness Act as communication policy in BPK will be better to ensure the public’s right to get information.
