Transplantasi Kelembagaan: Belum Tuntasnya E-Procurement sebagai Instrumen Reformasi Birokrasi:(studi kasus E-Procurement di Pemerintah Provinsi Kalimantan Tengah)

2016 | Tesis | Politik dan PemerintahanABSTRACT e-Procurement/LPSE actually is the answer to the weakness of the system of conventional procurement which left so many problems, especially the corruption in the institutuins of central and local governement. However, e-Procurement that already transplanted in Central Borneo, became the place where the old corrupt behavior (arisan lelang) formalized. In other words, e-Procurement technical/formal rule (hard transfer) can be executed. But, informal factors such as habits and behavior (soft transfer) actor on the contrary, still follow the old logic. Therefore, the author feels it is important to quetion why the soft transfer is not running? The author use Institional Transplantation Theory to answer those question. Success in translpanting/adopting an idea/new instrumens, not only seen on the readiness of implementation alone (hard transfer), but also influenced by the values inherent in the instrument (soft transfer). Hard dan soft transfers are often became its own obstacles due the differences with the values that already formed in the community. So the presence of new instruments raises a dillema. This thesis is an qualitative research with case study approach in Central Borneo Government. The main data of this thesis comes from interviews with those directly related to the LPSE. The Central Borneo Government and The Central Government in the early of LPSE implementation, both has strong commitment to improve the quality of procurement which is marked by the appointment of Central Borneo to become one of the pilot project of the instrument. After eight years runnig, Central Borneo LPSE received many awards related to the implementation. However, in practice, arisan lelang, giving some fees are deemed to be normal activity by the auction members if they wants to get the work. Technically, LPSE as new instrument, went really well (hard transfer). The instrument continuosly improved and updated. However, the values of the instruments (free of corruption, justice, etc) are not able to shift the culture of arisan lelang. Soft Transfer became failure because its social structure is still very strong, as a result of lack of commitment and the unwillingness from the actors and partners to lost resources to enrich themselves.
