Abstract Population growth is directly proportional to the increase of the volume of waste produced by the community. From all of the waste produced only about 80% are disposed to landfill. While the rest overcome by throwing into the river, empty fields and burned. To handle the waste problem will require public participation in waste management. This study aims to determine how the public participation in the district of Medan Perjuangan in waste management and constraints that influence community participation in the management of solid waste. The research methods used in the research is qualitative research. The data collection was done by interview, observation and documentation study. This research was conducted in the Medan City district Medan Perjuangan. Public participation in waste management in the district of Medan Perjuangan can be seen in the planning and implementation stages. In the planning stage yet many people participate. Planning hygiene program entirely in Medan City Sanitation Department. The community is only given the opportunity to provide input on program planning cleanliness in city development planning forum. During the implementation phase of public participation seen in the willingness of the public to provide their own garbage containers and retribution cleanliness. And the constraints of public participation in waste management consists of the willingness of people to participate, ability of society, socialization held by the government and the resources existing waste management. Public participation in waste management in the district of Medan Perjuangan is still low. Public participation belong to the pseudo participation. To increase public participation, the city government needs to conduct field solid waste management at the regional level based on local wisdom, increasing socialization of waste management to the community, and improve sanitation services to the community.
