Analisis Strategi Pengelolaan Sampah di Distrik Sorong

ABSTRACT The garbage problem of Sorong City is getting worse every day, especially in Sorong District, and this problem is interesting to investigate. Even before Sorong was designated as a separate administrative municipality until now, even after the issuance of Bylaw No. 15 2013 on garbage management, the garbage problem remains a nuisance. This research aims to analyze both the internal and external factors which hinder or support the efforts of garbage management in Sorong District, and to determine which strategies can be applied and what steps can be taken. The method used in this research is the qualitative method by applying SWOT analysis techniques. Results of an analysis using a SWOT technique show fifteen strategy issues which were later grouped into nine strategy issues due to several similarities. The nine strategy issues are: (1) the strategy of comprehension consolidation among officials in Sorong District about garbage management, (2) strategy of providing rewards for residents who are creative in managing garbage, (3) strategy of establishing a Sorong District garbage bank, (4) strategy of formulating joint regulations on garbage disposal, (5) strategy of garbage management cooperation, (6) strategy of socialization about garbage (the dangers and benefits), (7) strategy of providing garbage bins for residents’ houses. In order to obtain one priority strategy for garbage management, we conducted litmus test on these nine strategy issues. The results show that the strategy of establishing a garbage bank is the one most recommended, because it has the highest score compared to the other issues. Afterwards, an action plan for the implementation of these strategies is set up, which includes the identification of target, activity, and execution time. In the implementation stage, there are several things which need to be paid attention to, such as (1) compatibility and scheduling so that trust can be developed between residents and officials, and therefore, awareness and commitment will grow among the residents to be involved in the activity. (2) This strategy is implemented gradually so that eventually it will be deeply rooted in the society. (3) Stakeholders, such as the governments, non-government organizations, and the society are actively involved in this effort. Keywords: Strategy Management, Waste Management, SWOT Analysis
