ABSTRACT This thesis is structured to analyze the process of securitization of Rohingya refugees in Indonesia. This study uses the concept of securitization of Barry Buzan. Buzan Explains some things that need to be considered in the process of securitization that is, who the actors are, what objects are in danger, and what mechanisms are used. This study uses a quantitative research methodology with descriptive analytical approach as a tool of analysis using secondary data. The findings show the securitization of Rohingya refugees by the government of Indonesia got a political response from civil society. Civil society seeks to shift the locus of state security issues to the level of human security issues. Keywords: Securitization, Government, Civil Society
